GP Staff Academy · Practice Incentives for Managers: PIP, WIP and Bulk Billing Incentive Obligations

Know which incentive programs your practice is in, keep true what the practice declared, meet each program’s dates, report changes in time and keep the evidence, so that payments are not withheld or recovered.

Who this is for

Practice managers and practice owners in Australian general practice, especially managers in their first year. It covers the Practice Incentives Program (PIP), the Workforce Incentive Program (WIP) Practice Stream, MyMedicare and the Bulk Billing Practice Incentive Program (BBPIP).

The people and practice in this course are made up.

Learning time: allow about 50 minutes, including practice and assessment. Take the time you need.

What you will practise

  • Building an incentive register from what HPOS and the Organisation Register actually show.
  • Keeping accreditation, insurance, linked providers and consents current on the dates that count.
  • Running the quarterly rhythm: WIP statements with hours you can prove, PIP data and uploads, BBPIP quarters.
  • Sorting a change into who reports it, to which program and by when.
  • Briefing reception on what a BBPIP practice has agreed to and what to say at the desk.
  • Keeping evidence for six years and correcting an error honestly, without backdating anything.

Six practical lessons

  1. Map the programs your practice is in
  2. Keep the eligibility you declared
  3. Run the quarterly rhythm
  4. Report changes within 7 days
  5. BBPIP and MyMedicare at the desk
  6. Evidence, audits and honest corrections

Learn by making decisions

Each lesson opens with a situation at Rivergum General Practice and asks you to decide before it explains. Lessons 2 to 6 start with a quick recall question, and lesson 6 ends with mixed practice from the whole course. You get scripts to use with the owner, staff and agencies, and copyable tools in collapsed boxes: an incentive register, a one-page incentive calendar, a change log and an evidence file. A one-page printable desk card holds the incentives calendar and the change checklist to pin up. The course gives no payment rates; it shows what drives each payment and where to look up the current rate.

Assessment and completion

Complete all six lessons, pass the seven-question knowledge check (80%) and the five-question integrity decisions (100%). There is no time limit; you can read the explanations and retry. Practice tasks are not marked. You receive a certificate of completion. This is professional development, not accredited CPD, and it is not endorsed by any program, agency or college.

This course is general education. It is not financial or legal advice for a particular practice. Program rules change: check the current guidelines, and talk to your accountant or a lawyer about your own practice’s position.

Use Mark Complete when you finish a lesson, then return through My Courses.

Incentives calendar

Keep only the programs and individual incentives your practice participates in. QI and ePIP are examples, not the complete seven-incentive PIP checklist. Add the other relevant incentive-specific conditions and dates from your register.

Months PIP and WIP Practice Stream BBPIP
January, April, July, October By the 15th: PIP Quality Improvement data with the PHN; WIP statement arrives. By the last day (the point-in-time date): WIP statement confirmed; accreditation, insurance and details current. Last quarter assessed and paid. Check the payment advice.
February, May, August, November PIP and WIP paid. Check each payment advice. May: PIP annual confirmation statement arrives; confirm it in HPOS by 31 July.
March, June, September, December Quarter ends on the last day of the month.

Every week: enter paper MyMedicare registrations within 7 days of signing. Every quarter: shared health summaries for at least 0.5% of the SWPE.

Before you confirm a statement

  • Average weekly hours from timesheets, never the roster or the contract. Part-time staff: total hours for the quarter ÷ 13. Paid leave counts; unpaid leave does not.
  • Accreditation must be current on the point-in-time date. Start dates can't be backdated.
  • Something lapsed? Show it as lapsed and tell the owner why.

Change checklist: check the 7-day rule and earlier cutoffs

PIP: check the current Services Australia change and lodgement deadline, including the point-in-time cutoff. WIP: within 7 calendar days or at least 7 calendar days before the relevant point-in-time period, whichever date is first. Do not wait for a statement.

  • Owners only (PIP and WIP): ownership, authorised contact, amalgamation, relocation, closure or withdrawal. You prepare the forms; the owners lodge them.
  • GP, locum or registrar starts or leaves: link or end the provider number in HPOS within 7 days, and in the Organisation Register.
  • WIP health professional starts or leaves: 7-day rule. If a funded one leaves, replace within 21 calendar days (45 in some practices) or notify at least 7 calendar days before the point-in-time date.
  • New owners: notify MyMedicare and BBPIP within 7 days; re-register for BBPIP after a sale or merger.
  • Fax or manual processing: at least 7 days before the point-in-time date.
  • Log it: what changed, when, which program, who lodged it, the receipt.

BBPIP at the desk

  • Bulk bill every eligible service for every Medicare-eligible patient. No extra charge on a bulk-billed service except a vaccine not funded by a government program.
  • “We're a Medicare Bulk Billing Practice, so if you have Medicare, your GP visits here are bulk billed. A few services aren't covered, such as [your list]. We'll always tell you the cost before you book.”
  • Billed privately by mistake: tell the manager the same day. The billing lead checks claim, rebate and refund status, confirms the correct Medicare route, obtains genuine assignment and arranges any refund still due. Never fabricate or backdate consent; avoid duplicate refunds, claims or rebates. Log it.

If you find an error

Stop. Write down what you found and today's date. Tell the owner the same day. Correct it with Services Australia. Fix the cause. Never backdate or reconstruct a record. Keep evidence for six years.
